Under the direction of and reporting to the Director of Operations, the Operations and Maintenance Assistant Director (hereafter referred to as Assistant Director) is a full-time, at-will, non-exempt position responsible for assisting in coordinating, implementing and managing all maintenance and physical operational needs relating to the grounds, buildings and events at the Clark County Event Center including the annual Clark County Fair.
The Assistant Director will work directly with the Director of Operations and Clark County Facilities Management to ensure all Event Center, Fair and County policies and procedures, relating to the grounds and maintenance, are in place and observed. It will be the Assistant Director’s responsibility to oversee the scheduling of all labor needed to maintain the grounds and to ensure successful event operations. This includes establishing within County and FSMG guidelines, inventory control and purchasing order system to ensure an adequate supply of various consumables, hardware and other daily needs.
KEY OR TYPICAL TASKS AND RESPONSIBILITIES
- Provide daily supervision of the assigned operations leads and staff along with general oversight of the operation of approximately 130 Fair temporary employees during fair season.
- Assign duties and oversee scheduling priorities that will ensure all required tasks needed for general maintenance and upcoming events are in place.
- Ensure that all staff are apprised in timely manner of promoter requirements, schedules and dates. Ensure that any changes to events or event information are communicated clearly and efficiently to the staff to facilitate smooth operations.
- Ensure the number of trained operations event staff, as required by the Event Service Orders (ESOs), are hired and scheduled for all events.
- Maintain an accurate inventory of all necessary supplies/services and purchase them when needed using purchasing guidelines and policies.
- Assist in coordinating Clark County work order requests.
- Use FSMG established procedures and guidelines to participate in the hiring and management of event operations year-round staff and Fair temps. Train, motivate and evaluate as well as work with the staff to correct any deficiencies.
- Conduct periodic inspections of custodial work performed on Clark County Fairgrounds and Event Center and provide recommendations as needed.
- Determine methods, materials and equipment required by FSMG staff to perform work assignments.
- Monitor and oversee general equipment maintenance and assist in scheduling service.
- Other duties as assigned or needed (ie. cleaning equestrian area, able to help in any position required from a subordinate role).
MINIMUM QUALIFICATIONS
FSMG reserves the right to waive any of the minimum qualifications for those applicants whose general or specific qualifications would otherwise qualify the applicant for the position. The following are the minimum requirements:
- Associates Degree (AA/AS) degree or equivalent experience.
- 5 years of experience in management role, overseeing and managing team of employees.
- Possess a valid driver’s license at time of hire. Prefer Class B CDL with airbrakes, hook truck, dump truck and water truck.
- Able to operate heavy equipment as listed and not limited to: UTV’s, golf carts, forklifts, electronic pallet jacks, many classes of farm tractors with various implements, water truck (non CDL), skid steers, front loaders, articulating boom lifts, telehandlers, scissor lifts, floor sweepers, floor scrubbers, dog agility roller and trash compactors.
- Also able to operate various landscape equipment as listed and not limited to: riding lawn mowers, push mowers, weed eaters, turf edgers, chainsaws, extended pole saw, chippers, hedgers, backpack blowers and pressure washers.
- Excellent oral and written communications skills.
- Possess sufficient strength, agility and dexterity to perform work of this position.
- Must possess a working knowledge of computers and standard business software such as Microsoft suite and ability to learn new software.
- Ability to work independently in a self-directed environment given broad program guidelines.
- Perform basic math, maintain accurate records, including inventory management.
- Demonstrated knowledge of custodial cleaning methods, equipment and supplies.
- Able to establish and maintain effective working relationships.
- Knowledge of the principles and practices of project management, including planning, scheduling, monitoring, budgeting and problem solving.
- Ability to effectively plan, assign, direct, and evaluate the work of subordinates, including delegating responsibility and authority; carry out policy directives of the governing authority in an effective and timely manner.
- Strong knowledge of safety and accident prevention practices, proper lifting techniques and ladder safety.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is performed both in an office setting at the various Fairgrounds buildings and outside on the Fairgrounds throughout the year with the exception of during events, and the run of the Fair, where duties are primarily performed outdoors. Must be able to work nights, weekends and extended hours during the Fair and some events.
The Assistant Director will be required to work in a variety of situations and settings from office work to direct supervision of maintenance, janitorial and direct manual labor tasks.
The Assistant Director will be required to work with a wide variety of skilled and unskilled labor. These could include in-house employees, governmental agencies, contractors and others as dictated by circumstance and situation. Work involves management of multiple priorities and can involve face-to-face interactions in stressful or sensitive situations.
This position requires the ability to perform those activities to complete the essential functions of the job, either with or without reasonable accommodation. The position requires continuous and/or frequent talking, repetitive motions of hand/wrist, hearing, and handling. Mental activities are required by the employee in this position include decision making, interpersonal skills, supervisory skills, teamwork, creativity, customer service, mentoring, use of discretion, presentations/teaching, problem analysis, negotiation, and the ability to perform math and to read, write, speak and understand English. Required physical activities can include frequent keyboard fingering, talking, repetitive motions of hands and wrists, sitting, hearing and lifting, pushing, pulling, and carrying objects up to 50 pounds.
